ABOUT THE PROGRAMME
The Business Energy Advice Service (BEAS) was a UK Government pilot, funded by the Department for Energy Security and Net Zero (DESNZ) and led by the West Midlands Combined Authority through Business Growth West Midlands. Backed by £24 million of government funding, it gave SMEs free energy audits and match-funded grants of up to £100,000 to put the recommendations into action.

Pro Enviro has spent over 30 years helping UK manufacturers cut energy costs and carbon. That engineering-led expertise, particularly with energy-intensive processes, is why the West Midlands Combined Authority and DESNZ appointed us as a BEAS delivery partner. We understand how manufacturing sites actually function, so our energy audits and low carbon strategies find practical savings that generic assessments miss.
How Pro Enviro delivered
Our engineers carried out free on-site energy audits across 588 businesses, mapping how each site used energy and identifying practical, costed measures. We then prepared the match-funded grant applications, up to £100,000 per business, that turned those recommendations into funded projects.
Measures ranged from solar, furnace and kiln upgrades, and insulation, to heat pumps, LED lighting, HVAC, variable speed drives, and SEE Change (automated Monitoring & Targeting) . Every audit was designed around live operations, so businesses could act on the findings without disrupting production.
We delivered across the West Midlands and neighbouring areas, working with the combined authority and local councils:

Support that continues beyond the grant
For many businesses, BEAS was a first step. Once the funded measures are in place, we help them go further with net-zero and carbon reduction strategies, ISO 50001 energy management systems, and ongoing SEE Change monitoring to keep savings on track long after the programme ends.
The results
Pro Enviro’s work through BEAS delivered £13.7M in annual savings and cut 27,765 tonnes of CO₂e across 588 businesses. The largest gains came from energy-intensive manufacturers, the complex, high-consumption sites our engineers know best, while smaller businesses benefited most from practical building-services upgrades like lighting, insulation, and heating.
