ABOUT THE PROGRAMME
Industrial Decarbonisation for Northern Ireland (IDNI) is a first-of-its-kind programme led by Invest NI, part of the Department for the Economy. It set out to cut industrial emissions, improve regional balance, and boost productivity, through a dual focus on energy efficiency and productivity, bringing together industry, universities, and the award-winning Black Country Industrial Cluster.

We pair hands-on decarbonisation experience with the carbon accounting and reporting systems needed to turn scattered industrial data into usable insight.
How Pro Enviro delivered
We engaged more than 220 businesses and ran workshops across all 11 of Northern Ireland’s councils, gathering detailed energy and productivity data from companies that had never shared it before.
We built, and continue to power, the IDNI knowledge-sharing platform and its Productivity and Emissions Tool (PET), which benchmarks companies by sector and brings them together in Communities of Shared Interest (COSIs), all designed with the confidentiality and data protection that industrial data demands.
Drawing on that data, our engineers built sector archetypes and the low carbon strategy insight to show where emissions and productivity could be improved across Northern Ireland industry.

The Addressing Data Gaps report
The programme’s findings came together in Addressing Data Gaps, the final report Pro Enviro authored for Invest NI. It benchmarked carbon efficiency across five industrial sectors, Construction Products, Food and Drink, General Manufacturing and Engineering, Mineral Products, and Materials, Polymers and Plastics, comparing Northern Ireland against UK averages on measures like emissions per job and emissions per pound of gross value added.
The report showed where Northern Ireland holds a comparative advantage, where data gaps still leave sectors underrepresented, and how tools like PET and Communities of Shared Interest can close them, giving the Department for the Economy an evidence base it did not have before.
